The Saee became obligatory by the Almighty, to remind the act of assiduity of the Hajra R.A, when she ran between these two mounts for the thirst of her infant Ismail A.S, and calls the Allah to help her out.

It was most important for him to receive the people coming to learn and know about the religion to Him PBUH, and indeed it was obligatory for the Messenger PBUH, to convey the message of the Almighty, to the people.
