North Carolina Education Lottery (NCEL) is owned and run by the government of North Carolina. It was first introduced in the year 2006, with a 51% of favorable votes with the commitment of donating its 33% of the revenues to the education system of the state and this is the reason they named their lottery association NCEL (North Carolina Education Lottery).
